The man President Obama has chosen to be his science czar once advocated a shocking approach to the "population crisis" feared by scientists at the time: namely, compulsory abortions in the U.S. and a "Planetary Regime" with the power to enforce human reproduction restrictions.

"There exists ample authority under which population growth could be regulated," wrote Obama appointee John Holdren, as reported by FrontPage Magazine. "It has been concluded that compulsory population-control laws, even including laws requiring compulsory abortion, could be sustained under the existing Constitution if the population crisis became sufficiently severe to endanger the society."

Holdren's comments, made in 1977, mirror the astonishing admission this week of U.S. Supreme Court Justice Ruth Bader Ginsburg, who said she was under the impression that legalizing abortion with the 1973 Roe. v. Wade case would eliminate undesirable members of the populace, or as she put it "populations that we don't want to have too many of."

In 1977, when many scientists were alarmed by predictions of harmful environmental effects of human population growth, Holdren teamed with Paul R. Ehrlich, author of "The Population Bomb," and his wife, Anne, to pen "Ecoscience: Population, Resources, Environment."

Holdren's book proposed multiple strategies to curb population growth, and, according to the quotes excerpted by FrontPage Magazine, advocated an international police force to ensure the strategies were carried out.

"Such a comprehensive Plenetary Regime could control the development, administration, conservation, and distribution of all natural resources, renewable or nonrenewable," Holdren and the Ehrlichs reportedly wrote. "The Planetary Regime might be given responsibility for determining the optimum population for the world and for each region and for arbitrating various countries' shares within their regional limits. ... The Regime would have some power to enforce the agreed limits."

The website Zombietime.com has posted photos of text excerpts from "Ecoscience," referencing even further strategies from Holdren and the Ehrlichs, including compulsory adoption of children born to teenage mothers, forced sterilization and other government-mandated population control measures.

A former Teresa and John Heinz professor of environmental policy at the Kennedy School of Government at Harvard University, Holdren was appointed as the director of the White House Office of Science and Technology Policy and confirmed on March 20 to assume the position informally known as Obama's "science czar."

Holdren's track record shows a trend of alarmist viewpoints on scientific issues, including a statement made in 1973 that the U.S. population of 210 million at the time was "too many, and 280 million in 2040 is likely to be much too many." In response, Holdren recommended "a continued decline in fertility to well below replacement should be encouraged, with the aim of achieving [zero population growth] before the year 2000."

The current U.S. population is approximately 304 million.

After the perceived "crisis" of population growth faded, however, Holdren began sounding the alarm over global climate change. In the 1980s Holdren warned of human-caused ecological disasters resulting in the deaths of a billion people before 2020, and as recently as 2006, Holdren warned that sea levels could rise as much as 13 feet by the year 2010.

WND reported Holdren's participation in a panel predicting a dire future caused by global warming and calling for a global tax on greenhouse gas emissions in a report to the U.N.

Holdren's activism for greater government involvement drew a negative reaction from other scientists in the form of an open letter to Congress, WND reported.

"This is the same science adviser who has given us predictions of 'almost certain' thermonuclear war or eco-catastrophe by the year 2000, and many other forecasts of doom that somehow never seem to arrive on time.

"The sky is not falling; the Earth has been cooling for 10 years, without help. The present cooling was NOT predicted by the alarmists' computer models, and has come as an embarrassment to them.

"The finest meteorologists in the world cannot predict the weather two weeks in advance, let alone the climate for the rest of the century. Can Al Gore? Can John Holdren? We are flooded with claims that the evidence is clear, that the debate is closed, that we must act immediately, etc, but in fact THERE IS NO SUCH EVIDENCE; IT DOESN'T EXIST."

During his confirmation, at a hearing before the Senate Commerce, Science and Transportation Committee, Holdren was grilled about his history of predicting calamity and advocating radical measures in response.

Sen. David Vitter, R-La., expressed concern at the hearing that Holdren's alarmist positions violated a statement made by President Obama when he nominated the Harvard professor:

"The truth is that promoting science isn't just about providing resources – it's about protecting free and open inquiry," Obama said. "It's about ensuring that facts and evidence are never twisted or obscured by politics or ideology."

In response, Holdren sought to differentiate between alarmist "predictions" and simply "descriptions" of where America could wind up if it continues on its current path:

"The motivation for looking at the downside possibilities, the possibilities that can go wrong if things continue in a bad direction, is to motivate people to change direction. That was my intention at the time." Holdren explained. "I think it is responsible to call attention to the dangers that society faces so we will make the investments and make the changes needed to reduce those dangers."

Regarding his more recent forecasts of environmental doom, Holdren affirmed, "We continue to be on a perilous path with respect to climate change, and I think we need to do more work to get that reversed."

Nonetheless, Vitter persisted in questioning Holdren's potential political ideology behind advocating government-mandated population control:

"I'm scared to death that you think this is a proper function of government," Vitter said. "Do you think that determining optimal population is a proper role of government?"

"No, Senator, I do not," Holdren answered.

Holdren then explained that current policies, including those that promote health care and opportunities for women, as well as education, naturally create families more likely to have fewer children, thus solving the potential problems of population growth.

As a senator, Barack Obama denounced the Bush administration for holding "secret energy meetings" with oil executives at the White House. But last week public-interest groups were dismayed when his own administration rejected a Freedom of Information Act request for Secret Service logs showing the identities of coal executives who had visited the White House to discuss Obama's "clean coal" policies. One reason: the disclosure of such records might impinge on privileged "presidential communications." The refusal, approved by White House counsel Greg Craig's office, is the latest in a series of cases in which Obama officials have opted against public disclosure. Since Obama pledged on his first day in office to usher in a "new era" of openness, "nothing has changed," says David -Sobel, a lawyer who litigates FOIA cases. "For a president who said he was going to bring unprecedented transparency to government, you would certainly expect more than the recycling of old Bush secrecy policies."

The hard line appears to be no accident. After Obama's much-publicized Jan. 21 "transparency" memo, administration lawyers crafted a key directive implementing the new policy that contained a major loophole, according to FOIA experts. The directive, signed by Attorney General Eric Holder, instructed federal agencies to adopt a "presumption" of disclosure for FOIA requests. This reversal of Bush policy was intended to restore a standard set by President Clinton's attorney general, Janet Reno. But in a little-noticed passage, the Holder memo also said the new standard applies "if practicable" for cases involving "pending litigation." Dan Metcalfe, the former longtime chief of FOIA policy at Justice, says the passage and other "lawyerly hedges" means the Holder memo is now "astonishingly weaker" than the Reno policy. (The visitor-log request falls in this category because of a pending Bush-era lawsuit for such records.)

Administration officials say the Holder memo was drafted by senior Justice lawyers in consultation with Craig's office. The separate standard for "pending" lawsuits was inserted because of the "burden" it would impose on officials to go "backward" and reprocess hundreds of old cases, says Melanie Ann Pustay, who now heads the FOIA office. White House spokesman Ben LaBolt says Obama "has backed up his promise" with actions including the broadcast of White House meetings on the Web. (Others cite the release of the so-called torture memos.) As for the visitor logs, LaBolt says the policy is now "under review."

Dozens of US cities may have entire neighbourhoods bulldozed as part of drastic "shrink to survive" proposals being considered by the Obama administration to tackle economic decline.

The government looking at expanding a pioneering scheme in Flint, one of the poorest US cities, which involves razing entire districts and returning the land to nature.

Local politicians believe the city must contract by as much as 40 per cent, concentrating the dwindling population and local services into a more viable area.

The radical experiment is the brainchild of Dan Kildee, treasurer of Genesee County, which includes Flint.

Having outlined his strategy to Barack Obama during the election campaign, Mr Kildee has now been approached by the US government and a group of charities who want him to apply what he has learnt to the rest of the country.

Mr Kildee said he will concentrate on 50 cities, identified in a recent study by the Brookings Institution, an influential Washington think-tank, as potentially needing to shrink substantially to cope with their declining fortunes.

Most are former industrial cities in the "rust belt" of America's Mid-West and North East. They include Detroit, Philadelphia, Pittsburgh, Baltimore and Memphis.

In Detroit, shattered by the woes of the US car industry, there are already plans to split it into a collection of small urban centres separated from each other by countryside.

"The real question is not whether these cities shrink – we're all shrinking – but whether we let it happen in a destructive or sustainable way," said Mr Kildee. "Decline is a fact of life in Flint. Resisting it is like resisting gravity."

Karina Pallagst, director of the Shrinking Cities in a Global Perspective programme at the University of California, Berkeley, said there was "both a cultural and political taboo" about admitting decline in America.

"Places like Flint have hit rock bottom. They're at the point where it's better to start knocking a lot of buildings down," she said.

Flint, sixty miles north of Detroit, was the original home of General Motors. The car giant once employed 79,000 local people but that figure has shrunk to around 8,000.

Unemployment is now approaching 20 per cent and the total population has almost halved to 110,000.

The exodus – particularly of young people – coupled with the consequent collapse in property prices, has left street after street in sections of the city almost entirely abandoned.

In the city centre, the once grand Durant Hotel – named after William Durant, GM's founder – is a symbol of the city's decline, said Mr Kildee. The large building has been empty since 1973, roughly when Flint's decline began.

Regarded as a model city in the motor industry's boom years, Flint may once again be emulated, though for very different reasons.

But Mr Kildee, who has lived there nearly all his life, said he had first to overcome a deeply ingrained American cultural mindset that "big is good" and that cities should sprawl – Flint covers 34 square miles.

He said: "The obsession with growth is sadly a very American thing. Across the US, there's an assumption that all development is good, that if communities are growing they are successful. If they're shrinking, they're failing."

But some Flint dustcarts are collecting just one rubbish bag a week, roads are decaying, police are very understaffed and there were simply too few people to pay for services, he said.

If the city didn't downsize it will eventually go bankrupt, he added.

Flint's recovery efforts have been helped by a new state law passed a few years ago which allowed local governments to buy up empty properties very cheaply.

They could then knock them down or sell them on to owners who will occupy them. The city wants to specialise in health and education services, both areas which cannot easily be relocated abroad.

The local authority has restored the city's attractive but formerly deserted centre but has pulled down 1,100 abandoned homes in outlying areas.

Mr Kildee estimated another 3,000 needed to be demolished, although the city boundaries will remain the same.

Already, some streets peter out into woods or meadows, no trace remaining of the homes that once stood there.

Choosing which areas to knock down will be delicate but many of them were already obvious, he said.

The city is buying up houses in more affluent areas to offer people in neighbourhoods it wants to demolish. Nobody will be forced to move, said Mr Kildee.

"Much of the land will be given back to nature. People will enjoy living near a forest or meadow," he said.

Mr Kildee acknowledged that some fellow Americans considered his solution "defeatist" but he insisted it was "no more defeatist than pruning an overgrown tree so it can bear fruit again".

We rebelled against King George, because of taxation without representation, but also because we did not want to be ruled by one man or body.

Our founding fathers came up with the Constitution, to distribute the government. Each branch of government was used to keep check on the other so that no one of them would gain full power.

The Constitution give us our laws, our rights, but the founders knew these were God given rights. Not the rights, given by an earthly king. One of the rights states that if the law is not in the Constitution, that law is governed by the states or the people. It is not the Federal government duty to take care of people. The only duty the Federal government has is to keep our country safe.

Little by little the government has encroached on our rights, but continue to spout the rule of law. It’s hypocrisy. When you read ‘rule of law’ that means the Constitution.

The first 10 amendments have NOT been changed. But they have been ignored. That does not mean they are not still there.

Because the Constitution has not been taught right in school, or not taught at all, children, and now as long as it’s been, adults, don’t know their rights and non-rights. We let this continue on for over a hundred years now, and we still have these rights but we don’t know it.

All Presidents since the beginning of the 20th century have corrupted the Constitution. They haven’t changed it, your right are still there, they’ve ignored them and you don’t know it, or don’t care.

This President has been the worst in that he is fast tracking the process of the corruption. With his unprecedented 16 soon to be 21 czars, he’s bypassed the legislation and judicial branches of government. These czars make (legislative), enforce (executive) and interpret (judicial) law. These czars are accountable to no one but the President.

This makes Obama, King Obama. Our Constitution is nothing more than paper. It might as well be toilet paper as it would have a better use.

It must be said, that like the breaking of a great dam, the American decent into Marxism is happening with breath taking speed, against the back drop of a passive, hapless sheeple, excuse me dear reader, I meant people. True, the situation has been well prepared on and off for the past century, especially the past twenty years. The initial testing grounds was conducted upon our Holy Russia and a bloody test it was. But we Russians would not just roll over and give up our freedoms and our souls, no matter how much money Wall Street poured into the fists of the Marxists. Those lessons were taken and used to properly prepare the American populace for the surrender of their freedoms and souls, to the whims of their elites and betters. First, the population was dumbed down through a politicized and substandard education system based on pop culture, rather then the classics. Americans know more about their favorite TV dramas then the drama in DC that directly affects their lives. They care more for their "right" to choke down a McDonalds burger or a BurgerKing burger than for their constitutional rights. Then they turn around and lecture us about our rights and about our "democracy". Pride blind the foolish. Then their faith in God was destroyed, until their churches, all tens of thousands of different "branches and denominations" were for the most part little more then Sunday circuses and their televangelists and top protestant mega preachers were more then happy to sell out their souls and flocks to be on the "winning" side of one pseudo Marxist politician or another. Their flocks may complain, but when explained that they would be on the "winning" side, their flocks were ever so quick to reject Christ in hopes for earthly power. Even our Holy Orthodox churches are scandalously liberalized in America. The final collapse has come with the election of Barack Obama. His speed in the past three months has been truly impressive. His spending and money printing has been a record setting, not just in America's short history but in the world. If this keeps up for more then another year, and there is no sign that it will not, America at best will resemble the Wiemar Republic and at worst Zimbabwe. These past two weeks have been the most breath taking of all. First came the announcement of a planned redesign of the American Byzantine tax system, by the very thieves who used it to bankroll their thefts, loses and swindles of hundreds of billions of dollars. These make our Russian oligarchs look little more then ordinary street thugs, in comparison. Yes, the Americans have beat our own thieves in the shear volumes. Should we congratulate them? These men, of course, are not an elected panel but made up of appointees picked from the very financial oligarchs and their henchmen who are now gorging themselves on trillions of American dollars, in one bailout after another. They are also usurping the rights, duties and powers of the American congress (parliament). Again, congress has put up little more then a whimper to their masters. Then came Barack Obama's command that GM's (General Motor) president step down from leadership of his company. That is correct, dear reader, in the land of "pure" free markets, the American president now has the power, the self given power, to fire CEOs and we can assume other employees of private companies, at will. Come hither, go dither, the centurion commands his minions. So it should be no surprise, that the American president has followed this up with a "bold" move of declaring that he and another group of unelected, chosen stooges will now redesign the entire automotive industry and will even be the guarantee of automobile policies. I am sure that if given the chance, they would happily try and redesign it for the whole of the world, too. Prime Minister Putin, less then two months ago, warned Obama and UK's Blair, not to follow the path to Marxism, it only leads to disaster. Apparently, even though we suffered 70 years of this Western sponsored horror show, we know nothing, as foolish, drunken Russians, so let our "wise" Anglo-Saxon fools find out the folly of their own pride. Again, the American public has taken this with barely a whimper...but a "freeman" whimper. So, should it be any surprise to discover that the Democratically controlled Congress of America is working on passing a new regulation that would give the American Treasury department the power to set "fair" maximum salaries, evaluate performance and control how private companies give out pay raises and bonuses? Senator Barney Franks, a social pervert basking in his homosexuality (of course, amongst the modern, enlightened American societal norm, as well as that of the general West, homosexuality is not only not a looked down upon life choice, but is often praised as a virtue) and his Marxist enlightenment, has led this effort. He stresses that this only affects companies that receive government monies, but it is retroactive and taken to a logical extreme, this would include any company or industry that has ever received a tax break or incentive. The Russian owners of American companies and industries should look thoughtfully at this and the option of closing their facilities down and fleeing the land of the Red as fast as possible. In other words, divest while there is still value left. The proud American will go down into his slavery with out a fight, beating his chest and proclaiming to the world, how free he really is. The world will only snicker.

Leap in U.S. debt hits taxpayers with 12% more red ink

Taxpayers are on the hook for an extra $55,000 a household to cover rising federal commitments made just in the past year for retirement benefits, the national debt and other government promises, a USA TODAY analysis shows.

The 12% rise in red ink in 2008 stems from an explosion of federal borrowing during the recession, plus an aging population driving up the costs of Medicare and Social Security.

That's the biggest leap in the long-term burden on taxpayers since a Medicare prescription drug benefit was added in 2003.

The latest increase raises federal obligations to a record $546,668 per household in 2008, according to the USA TODAY analysis. That's quadruple what the average U.S. household owes for all mortgages, car loans, credit cards and other debt combined.

"We have a huge implicit mortgage on every household in America — except, unlike a real mortgage, it's not backed up by a house," says David Walker, former U.S. comptroller general, the government's top auditor.

USA TODAY used federal data to compute all government liabilities, from Treasury bonds to Medicare to military pensions.

Bottom line: The government took on $6.8 trillion in new obligations in 2008, pushing the total owed to a record $63.8 trillion.

The numbers measure what's needed today — set aside in a lump sum, earning interest — to pay benefits that won't be covered by future taxes.

Congress can reduce or increase the burden by changing laws that determine taxes and benefits for programs such as Medicare and Social Security.

Rep. Jim Cooper, D-Tenn., says exploding debt has focused attention on the government's financial challenges. "More and more, people are worried about our fiscal future," he says.

Key federal obligations:

• Social Security. It will grow by 1 million to 2 million beneficiaries a year from 2008 through 2032, up from 500,000 a year in the 1990s, its actuaries say. Average benefit: $12,089 in 2008.

• Medicare. More than 1 million a year will enroll starting in 2011 when the first Baby Boomer turns 65. Average 2008 benefit: $11,018.

•Retirement programs. Congress has not set aside money to pay military and civil servant pensions or health care for retirees. These unfunded obligations have increased an average of $300 billion a year since 2003 and now stand at $5.3 trillion.

Flip-Flops and Governance

Barack Obama inherited a set of national-security policies that he rejected during the campaign but now embraces as president. This is a stunning and welcome about-face.

For example, President Obama kept George W. Bush's military tribunals for terror detainees after calling them an "enormous failure" and a "legal black hole." His campaign claimed last summer that "court systems . . . are capable of convicting terrorists." Upon entering office, he found out they aren't.

He insisted in an interview with NBC in 2007 that Congress mandate "consequences" for "a failure to meet various benchmarks and milestones" on aid to Iraq. Earlier this month he fought off legislatively mandated benchmarks in the $97 billion funding bill for Iraq and Afghanistan.

Mr. Obama agreed on April 23 to American Civil Liberties Union demands to release investigative photos of detainee abuse. Now's he reversed himself. Pentagon officials apparently convinced him that releasing the photos would increase the risk to U.S. troops and civilian personnel.

Throughout his presidential campaign, Mr. Obama excoriated Mr. Bush's counterinsurgency strategy in Iraq, insisting it could not succeed. Earlier this year, facing increasing violence in Afghanistan, Mr. Obama rejected warnings of a "quagmire" and ordered more troops to that country. He isn't calling it a "surge" but that's what it is. He is applying in Afghanistan the counterinsurgency strategy Mr. Bush used in Iraq.

As a candidate, Mr. Obama promised to end the Iraq war by withdrawing all troops by March 2009. As president, he set a slower pace of drawdown. He has also said he will leave as many as 50,000 Americans troops there.

These reversals are both praiseworthy and evidence that, when it comes to national security, being briefed on terror threats as president is a lot different than placating MoveOn.org and Code Pink activists as a candidate. The realities of governing trump the realities of campaigning.

We are also seeing Mr. Obama reverse himself on the domestic front, but this time in a manner that will do more harm than good.

Mr. Obama campaigned on "responsible fiscal policies," arguing in a speech on the Senate floor in 2006 that the "rising debt is a hidden domestic enemy." In his acceptance speech at the Democratic National Convention, he pledged to "go through the federal budget line by line, eliminating programs that no longer work." Even now, he says he'll "cut the deficit . . . by half by the end of his first term in office" and is "rooting out waste and abuse" in the budget.

However, Mr. Obama's fiscally conservative words are betrayed by his liberal actions. He offers an orgy of spending and a bacchanal of debt. His budget plans a 25% increase in the federal government's share of the GDP, a doubling of the national debt in five years, and a near tripling of it in 10 years.

On health care, Mr. Obama's election ads decried "government-run health care" as "extreme," saying it would lead to "higher costs." Now he is promoting a plan that would result in a de facto government-run health-care system. Even the Washington Post questions it, saying, "It is difficult to imagine . . . benefits from a government-run system."

Making adjustments in office is one thing. Constantly governing in direct opposition to what you said as a candidate is something else. Mr. Obama's flip-flops on national security have been wise; on the domestic front, they have been harmful.

In both cases, though, we have learned something about Mr. Obama. What animated him during the campaign is what historian Forrest McDonald once called "the projection of appealing images." All politicians want to project an appealing image. What Mr. McDonald warned against is focusing on this so much that an appealing image "becomes a self-sustaining end unto itself." Such an approach can work in a campaign, as Mr. Obama discovered. But it can also complicate life once elected, as he is finding out.

Mr. Obama's appealing campaign images turned out to have been fleeting. He ran hard to the left on national security to win the nomination, only to discover the campaign commitments he made were shallow and at odds with America's security interests.

Mr. Obama ran hard to the center on economic issues to win the general election. He has since discovered his campaign commitments were obstacles to ramming through the most ideologically liberal economic agenda since the Great Society.

Mr. Obama either had very little grasp of what governing would involve or, if he did, he used words meant to mislead the public. Neither option is particularly encouraging. America now has a president quite different from the person who advertised himself for the job last year. Over time, those things can catch up to a politician.

Senate set to approve Obama war funding request

WASHINGTON (AP) - President Barack Obama is likely to get a sweeping bipartisan endorsement when the Senate votes on his request for continuing military and diplomatic operations in Iraq and Afghanistan. The $91.3 billion measure being taken up by the Senate on Thursday closely tracks Obama's request for war funds, although the $80 million he was seeking to close the U.S. naval prison at Guantanamo Bay, Cuba, was dropped Wednesday. A vote to limit debate was scheduled for Thursday. It was expected to succeed easily and pave the way for a final vote later in the day. A final House-Senate compromise is likely when Congress returns in June from a weeklong Memorial Day recess. Senate debate has featured none of the angst over the situation in Afghanistan that permeated debate in the House last week on companion legislation. Obama is sending more than 20,000 thousand additional troops there and, for the first time next year, the annual cost of the war in Afghanistan is projected to exceed the cost of fighting in Iraq. The Senate bill includes $1.5 billion as cautionary funding to fight a possible flu pandemic, including the current outbreak of H1N1 swine flu. It also provides a $100 billion line of credit to the International Monetary Fund to shore up the ability of countries around the globe to cope with financial crisis, as well as $8 billion for existing commitments to the IMF. Sen. Jim DeMint, R-S.C., promised to try to strike the IMF funding from the bill on Thursday. The funding is estimated to cost taxpayers $5 billion since the U.S. government is given interest-bearing assets in return. The underlying war funding measure has gotten relatively little attention, even though it would boost total approved spending for the Iraq and Afghanistan wars above $900 billion. The Pentagon would receive $73 billion under the legislation, including $4.6 billion to train and equip Afghan and Iraqi security forces, $400 million to train and equip Pakistan's security forces, and $21.9 billion to procure new mine-resistant vehicles, aircraft, weapons and ammunition. The House version adds $11.8 billion to Obama's request, including almost $4 billion for new weapons and military equipment such as eight C-17 cargo planes, mine-resistant vehicles, Bradley Fighting Vehicles and Stryker armored vehicles. The measure adds $2.2 billion to Obama's request for foreign aid—much of which appears to be designed to get around spending limits for 2010. The Senate measure also contains $350 million for various security programs along the U.S.-Mexico border.

Anyone, said T.S. Eliot, could carve a goose, were it not for the bones. And anyone could govern as boldly as his whims decreed, were it not for the skeletal structure that keeps civil society civil -- the rule of law. The Obama administration is bold. It also is careless regarding constitutional values and is acquiring a tincture of lawlessness.

In February, California's Democratic-controlled Legislature, faced with a $42 billion budget deficit, trimmed $74 million (1.4 percent) from one of the state's fastest-growing programs, which provides care for low-income and incapacitated elderly people and which cost the state $5.42 billion last year. The Los Angeles Times reports that "loose oversight and bureaucratic inertia have allowed fraud to fester."

But the Service Employees International Union collects nearly $5 million a month from 223,000 caregivers who are members. And the Obama administration has told California that unless the $74 million in cuts are rescinded, it will deny the state $6.8 billion in stimulus money.

Such a federal ukase (the word derives from czarist Russia; how appropriate) to a state legislature is a sign of the administration's dependency agenda -- maximizing the number of people and institutions dependent on the federal government. For the first time, neither sales nor property nor income taxes are the largest source of money for state and local governments. The federal government is.

The SEIU says the cuts violate contracts negotiated with counties. California officials say the state required the contracts to contain clauses allowing pay to be reduced if state funding is.

Anyway, the Obama administration, judging by its cavalier disregard of contracts between Chrysler and some of the lenders it sought money from, thinks contracts are written on water. The administration proposes that Chrysler's secured creditors get 28 cents per dollar on the $7 billion owed to them but that the United Auto Workers union get 43 cents per dollar on its $11 billion in claims -- and 55 percent of the company. This, even though the secured creditors' contracts supposedly guaranteed them better standing than the union.

Among Chrysler's lenders, some servile banks that are now dependent on the administration for capital infusions tugged their forelocks and agreed. Some hedge funds among Chrysler's lenders that are not dependent were vilified by the president because they dared to resist his demand that they violate their fiduciary duties to their investors, who include individuals and institutional pension funds.

The Economist says the administration has "ridden roughshod over [creditors'] legitimate claims over the [automobile companies'] assets. . . . Bankruptcies involve dividing a shrunken pie. But not all claims are equal: some lenders provide cheaper funds to firms in return for a more secure claim over the assets should things go wrong. They rank above other stakeholders, including shareholders and employees. This principle is now being trashed." Tom Lauria, a lawyer representing hedge fund people trashed by the president as the cause of Chrysler's bankruptcy, asked that his clients' names not be published for fear of violence threatened in e-mails to them.

The Troubled Assets Relief Program, which has not yet been used for its supposed purpose (to purchase such assets from banks), has been the instrument of the administration's adventure in the automobile industry. TARP's $700 billion, like much of the supposed "stimulus" money, is a slush fund the executive branch can use as it pleases. This is as lawless as it would be for Congress to say to the IRS: We need $3.5 trillion to run the government next year, so raise it however you wish -- from whomever, at whatever rates you think suitable. Don't bother us with details.

This is not gross, unambiguous lawlessness of the Nixonian sort -- burglaries, abuse of the IRS and FBI, etc. -- but it is uncomfortably close to an abuse of power that perhaps gave Nixon ideas: When in 1962 the steel industry raised prices, President John F. Kennedy had a tantrum and his administration leaked rumors that the IRS would conduct audits of steel executives, and sent FBI agents on predawn visits to the homes of journalists who covered the steel industry, ostensibly to further a legitimate investigation.

The Obama administration's agenda of maximizing dependency involves political favoritism cloaked in the raiment of "economic planning" and "social justice" that somehow produce results superior to what markets produce when freedom allows merit to manifest itself, and incompetence to fail. The administration's central activity -- the political allocation of wealth and opportunity -- is not merely susceptible to corruption, it is corruption.

CURL: Stimulus oversight left up to taxpayers

So just who's tracking that $787 billion in taxpayer money that President Obama and the Democrat-led Congress are doling out? You are. Or you're supposed to be, anyway.

"We are, in essence, deputizing the entire American citizenry to help with the oversight of this program," said Rep. Brad Miller, chairman of the House Committee on Science and Technology's subcommittee on investigations and oversight.

So, too, said Earl Devaney, the ex-cop who's now chairman of the Recovery Act Accountability and Transparency Board, charged with tracking the torrent of cash now pouring out of federal coffers.

"I'm going to have millions of citizens to help me," he said, comparing run-of-the-mill Americans to inspectors general, the high-ranking officials charged with ferreting out waste and abuse in federal agencies.

"I'm going to have a million little IGs running around," the chairman said Tuesday after his testimony before the subcommittee.

And perhaps that's just as well, given the turnout of the panel tasked with keeping track of thousands of millions of dollars. Just three of the 10 members bothered to show up for the subcommittee's second meeting, dramatically titled "Follow the Money Part II."

"These hearings are titled 'follow the money' after the character in the movie - and the book - 'All the President's Men,' " Mr. Miller said. "The Deep Throat character, he told [reporters Carl] Bernstein and [Bob] Woodward to trace the money back to find out where the corruption began.

"We hope this will not end up as anything as sordid as that was," he joked.

Still, the North Carolina Democrat said he realized that tracking so much money will be difficult, acknowledging that "we're trying to spend $500 billion quickly."

Mr. Devaney, though, said his board - made up of 10 IGs - has a dual mission: "First, the board is responsible for establishing and maintaining a Web site." Oh, and second, it's supposed to "help minimize fraud, waste or mismanagement."

While Mr. Miller and the panel's top Republican were there, only Rep. Kathy Dahlkemper, Pennsylvania Democrat, also came along to the hearing. Absent were Democratic Reps. Steven R. Rothman of New Jersey, Lincoln Davis of Tennessee, Charlie Wilson of Ohio, Alan Grayson of Florida and Bart Gordon of Tennessee. Republican Reps. Brian P. Bilbray of California and Ralph M. Hall of Texas also skipped the session.

Still, to a sparse crowd, Mr. Miller got right to the point. "President Obama promised a level of transparency, through the Internet, Recovery.gov. ... How do you intend to provide that level of transparency, to see how - who actually got the contract to pour asphalt?"

"As I mentioned in my testimony," Mr. Devaney said, "that Web site is evolving. ... I would probably be the first to admit today the Web site doesn't give you that kind of information."

Rep. Paul Broun of Georgia, the subcommittee's ranking Republican, noted that he voted against the $787 billion stimulus plan.

"Simply put, the American people need to know what they got for their money," he said. "Under the Obama budget, the national debt will double in five years and triple in 10."

Mr. Broun was most interested in Mr. Obama's claim that the recovery plan would create "or save" 4 million jobs, but noted that the number of jobs "saved" is likely unknowable and that since the president took office, 1.3 million jobs have been lost.

"How do you plan to verify the actual number of jobs created?" he asked.

"Sir, we haven't really received any information about that on the Web site," Mr. Devaney said.

The repeated lack of information, though, sets up a fantastic sequel: "Follow the Money III."

JERUSALEM – President Barack Obama's paternal grandmother, Sarah Obama, will reportedly perform the Muslim Hajj pilgrimage this year along with her son Syeed Obama.

A private Kenyan television channel, quoted extensively by the Kenyan and Pakistani media, reported Sarah Obama and her son will also visit Dubai before going to Saudi Arabia for performing Hajj. The pair lives in Kenya.

The News, a newspaper in Dubai, confirmed the report. It quoted United Arab Emirates' property tycoon Sulaiman Al Fahim as stating he will personally sponsor Sarah Obama's trip after meeting the elderly Obama in Kenya last week and learning she had always wanted to perform the Hajj.

"I found out that she had not been to the Hajj and that she very much wants to go. As my own mother is no longer with us, our family has a spare place. So I invited her and she has accepted," The News quoted Fahim as saying.

The Hajj is the largest annual pilgrimage in the world. The fifth pillar of Islam requires every able-bodied Muslim to travel to Mecca at least once in their life in a demonstration of solidarity with fellow Muslims and in an act of individual submission to Allah.

Obama's grandmother, a Muslim known locally as "Mama Sarah," lives in Kogelo, a tiny village near the Ugandan border. She was in Washington, D.C., in January for Obama's swearing-in ceremony.

WND's Jerome Corsi reports in the April issue of Whistleblower that Sarah Obama is also the woman who affirmed her elected grandson was born in Kenya, prompting doubts that Barack Obama is eligible to serve as president of the United States.

And though Obama supporters say Sarah Obama's words were mistranslated, Corsi's Whistleblower investigation revealed eyewitnesses and affadavits from a translator verifying Sarah Obama testified to being present at Barack Obama's birth in Mombasa, Kenya.

Get the new Whistleblower magazine, called "YOUR PAPERS, PLEASE? Why dozens of lawsuits and millions of Americans want Barack Obama to prove he's constitutionally qualified to be president."

Whistleblower, Corsi writes, obtained an affidavit submitted by Rev. Kweli Shuhubia, the official Swahili translator for the Anabaptist Conference held annually in Kenya.

In the affidavit Shuhubia states that he visited Obama's grandmother at her home to conduct a telephone conference interview with Bishop Ron McRae in the United States, in which the bishop asked Sarah Obama if her grandson was born in Kenya.

"Ms. Sarah Hussein Obama was very adamant that her grandson, Senator Barack Hussein Obama, was born in Kenya, and that she was present and witnessed his birth in Kenya, not the United States," Shuhubia states in the affidavit. "During the conversation, Ms. Sarah Hussein Obama never changed her reply that she was indeed present when Senator Barack Obama was born in Kenya."

Obama was 'quite religious in Islam'

Obama's faith was a central part of his presidential campaign. He has repeatedly has denied he is a Muslim. His presidential campaign website contained the statement, "Senator Obama has never been a Muslim, was not raised as a Muslim, and is a committed Christian."

But as WND has reported, public records in Indonesia listed Obama as a Muslim during his early years, and a number of childhood friends claimed to the media Obama was once a mosque-attending Muslim.

Obama's campaign several times had wavered in response to reporters queries regarding the senator's childhood faith.

Commenting on a Los Angeles Times report quoting a childhood friend stating Obama prayed in a mosque, Obama's campaign released a statement explaining the senator "has never been a practicing Muslim."

Widely distributed reports have noted that in January 1968 Obama was registered as a Muslim at Jakarta's Roman Catholic Franciscus Assisi Primary School under the name Barry Soetoro. He was listed as an Indonesian citizen whose stepfather, listed on school documents as "L Soetoro Ma," worked for the topography department of the Indonesian Army.

Catholic schools in Indonesia routinely accept non-Catholic students but exempt them from studying religion.

After attending the Assisi Primary School, Obama was enrolled "also as a Muslim, according to documents" in the Besuki Primary School, a public school in Jakarta.

Laotze blog, run by an American expatriate in Southeast Asia who visited the Besuki school, noted, "All Indonesian students are required to study religion at school, and a young 'Barry Soetoro,' being a Muslim, would have been required to study Islam daily in school. He would have been taught to read and write Arabic, to recite his prayers properly, to read and recite from the Quran and to study the laws of Islam."

Indeed, in Obama's autobiography, "Dreams From My Father," he acknowledged studying the Quran and describes the public school as "a Muslim school."

"In the Muslim school, the teacher wrote to tell mother I made faces during Quranic studies," wrote Obama.

The Indonesian media have been flooded with accounts of Obama's childhood Islamic studies, some describing him as a religious Muslim.

Speaking to the country's Kaltim Post, Tine Hahiyary, who was principal of Obama's school while he was enrolled there, said she recalls he studied the Quran in Arabic.

"At that time, I was not Barry's teacher, but he is still in my memory," claimed Tine, who is 80 years old.

The Kaltim Post said Obama's teacher, named Hendri, had died.

"I remember that he studied mengaji (recitation of the Quran)," Tine said, according to an English translation by Loatze.

Mengaji, or the act of reading the Quran with its correct Arabic punctuation, is usually taught to more religious pupils and is not known as a secular study.

Also, Loatze documented the Indonesian daily Banjarmasin Post interviewed Rony Amir, an Obama classmate and Muslim, who described Obama as "previously quite religious in Islam."

"We previously often asked him to the prayer room close to the house," Amir said. "If he was wearing a sarong (waist fabric worn for religious or casual occasions) he looked funny."

The Los Angeles Times, which sent a reporter to Jakarta, quoted Zulfin Adi, who identified himself as among Obama's closest childhood friends, stating the presidential candidate prayed in a mosque, something Obama's campaign claimed he never did.

"We prayed, but not really seriously, just following actions done by older people in the mosque," said Adi. "But as kids, we loved to meet our friends and went to the mosque together and played."

Friday prayers

Obama's official campaign site contained a page titled "Obama has never been a Muslim, and is a committed Christian." The page stated, "Obama never prayed in a mosque. He has never been a Muslim, was not raised a Muslim, and is a committed Christian who attends the United Church of Christ."

But the campaign changed its tune when it issued a "practicing Muslim" clarification to the Los Angeles Times.

An article in March by the Chicago Tribune apparently disputed Adi's statements to the L.A. paper. The Tribune caught up with Obama's declared childhood friend, who now describes himself as only knowing Obama for a few months in 1970 when his family moved to the neighborhood. Adi said he was unsure about his recollections of Obama.

But the Tribune found Obama did attend mosque.

"Interviews with dozens of former classmates, teachers, neighbors and friends show that Obama was not a regular practicing Muslim when he was in Indonesia," states the Tribune article.

It quotes Obama's former neighbors and third-grade teacher recalling how the young Obama "occasionally followed his stepfather to the mosque for Friday prayers."

Daniel Pipes, director of the Middle East Forum, notes the Tribune article "cited by liberal blogs as refuting claims Obama is Muslim" actually implies Obama was an irregularly practicing Muslim and twice confirms Obama attended mosque services.

In an interview with the New York Times, Obama described the Muslim call to prayer as "one of the prettiest sounds on Earth at sunset."

The Times' Nicholos Kristof wrote Obama recited, "with a first-class [Arabic] accent," the opening lines of the Muslim call to prayer.

The first few lines of the call to prayer state:

I witness that Muhammad is his prophet ...

Some attention also has been paid to Obama's paternal side of the family, including his father and his brother, Roy.

Writing in a chapter of his book describing his 1992 wedding, Obama stated: "The person who made me proudest of all was Roy. Actually, now we call him Abongo, his Luo name, for two years ago he decided to reassert his African heritage. He converted to Islam and has sworn off pork and tobacco and alcohol."

Still, Obama maintains he was raised by his Christian mother and repeatedly has labeled as "smears" several reports attempting to paint him as a Muslim.

"Let's make clear what the facts are: I am a Christian. I have been sworn in with a Bible. I pledge allegiance [to the American flag] and lead the Pledge of Allegiance sometimes in the United States Senate when I'm presiding," he told the Times of London earlier this year.
